I think there should be a way to reduce port population, in a similar way to raise population without voodoo. if you use enough gold the population does go up, rather slowly, so a way to use either gold or turns to reduce population in a similar way would be useful for small amounts. like maybe use X amount of turns and X amount of gold to "hire some mercs to take out some port citizens* or something along those line. adding a new voodoo will not be useful.

That was my usage of Black Death. I had 70k more people to kill. ONLY 70k. That is unfair to the port's owners and me. Now I have to kill millions more just to clear out a few thousand people for my rank up. This is another way to clear out populations.

There are multiple ways to add danger to a fleet, why not more ways to kill civilians for mission quests?

There was a talk on that, and someone made a suggestion on the ability to attack a port to exterminate the population in exchange for turns and gold.

The voodoo allows you to chose howmany people you wish to kill. Perfect for nation quests.
