I have to agree with Shadowood & Meliva. The ghost ship is a OP. Because there's a slim chance for someone to get it, there's a high chance that a Voodoo God would get them before anyone else. So -1 on this idea.

There actually was a ghost fleet wandering the seas of Avonmora from a long since inactive player. A search in the forums should find it from a couple years ago.
It drove people nuts trying to capture it as it had substantial ships in fleet
