Well, quite simple really. Citizens are treated like cargo except they do not live in warehouses and 'stock' available is dependant upon current influence in any port.
After all, these citizens will happily jump on to your boat as crew and most players have far more citizens than they have crew requirements.

It would add another aspect to the game but not necessarily be profit driven.

would there be ships added like transport vessels or a minimum cargo space on a ship required for the ship to be used

So: You would be able to move people you would otherwise be able to recruit? What happens with your influence; is it lost, or does it follow the people you move to their new port?

Honestly, it was just an off the cuff remark that may be an alternative to more voodoo cards. I am not in favor of having more voodoo that may never get used and decreases my ability to get cards I do need/want. It maybe should be re-opened in "Suggestions" with discussion on such things.
