The first part : no voodoo can affect gold bars in that port for 7 days is pointless : no voodoo can affect gold bars anyway (discounting trade voodoo) : OLOD, Rotten Food both ignore gold bars. The only way to win or lose gold bars is in skirmish.

The '2x buying price' element is unworkable : each port will have to have 20 different buying prices, depending on the selling price in each of the other ports : each consignment would have to be tracked back to its originating port to establish its price : no mention is made of how gold produced by the trader themselves and exported from their hide-out port will be calculated for this '2x price' bonus :

So, in reality, the card only has value as an anti-skirmish aid. With that, I think the OP should perhaps re-draught their proposal.
