Spending Hostility Points

Dukes or higher can start a vote against a person if their Hostilities are too high. For example. If a person has 5000+ Hostility against my country, I can start a vote against them, removing 5000 of that hostility exchange for an active against them if it passes. (If the Hostility drop below any cost during the vote, it still passes, and the target loses what hostility below that value was) There will be multiple different actives but the target can't join my country during any active. (Can't have multiple active at the same time)

Examples of actives.
Market Acts
Target has increased 100% cost when buying goods from any port from my country.
Duration : 30 Days
Cost : 5000 Hostility

Police Force
Target gain +5 danger when his fleet enters my country's port.
Duration : 7 Days
Cost : 10000 Hostility

Etc.

Along with some more idea of votes duke or higher can start for or against an individual.

Acts Against Us
Target gains 2500 Hostility for my country instantly if this passes. (Cooldown of 14 days)

Forgiven
Target loses half of his Hostility to my country instantly if this passes. (Cooldown of 14 days)

The idea is to make hostility points less pointless, and make the increased hostility gain from wars have more purpose.

spending hostility lol that seems a bit convenient being able to rid yourself of something thats considered a negative

all of your suggestion seems all positive for you wheres the counter action

for example you targeting someone in another nation gains you the effects of both police and market acts with the nation of the person you are "attacking" for one week
and if it includes votes then everyone in your nation is subjected to the effects

but to expect a noble of another country to not create some sort of backlash for your special attentions would be silly :D

Basically a nation can start a vote for in exchange of the gathered hostility somone has towards the nation for actives that effects the individual negatively.

I made the suggestion because of the growing number of hostility a nation have of a few people, that number only grows and that seems really pointless, declared wars makes both sides gain increased hositility when attacking or casting voodoo when attacking each other, which ties in nicely to make war declares less...pointless too.
