ship tax depended on total cargo volume (Small)

at the moment nations have a simple ship tax law; X gc per ship owned, where x is set per rank.
i suggest to change this to a system that promotes having lots of fleets.
it could be like: X*(Y/100) where x is set per rank and Y is on a downward scale from 100 to 1 and reflecting the number of sailing fleets (those on auto trade, fishing or salvaging).
0 - 10 fleets; Y=100
10-20 fleets; Y=95
20-30 fleets; Y=90
--
100-110 fleets; Y=50
--
200+ fleets; Y=1
another possibility is that Y is related to cargo space. this way it promotes using larger ships as well.

it means sailing more ship means less tax?
lets say 100 gc per ship and have 200 fleets trading.
so it will be 100*1/100= 1?

yes, if you manage to have 200 fleets on on autotrade , salvaging or fishing, than the shiptax is reduced that much; probably too much
. i leave it as an example for now. it's more the idea than the actual tax reduction that i want to discuss. when many players like this idea we can discus howfar the tax reduction should go.

the higher the total (base-)value of ships sailing the more tax reduction is rewarded.

Wouldn't that just means people who plunders ships would have more targets?

Why would we need tax reduction? You want a lot of ships you will need to pay you don't like curnent tax in nation approach king and present issue or presaude others to support you then move your rank on duke ir higher and revise the law

There are 3 players that have more than 1000 ships, with the 4th being about 140 ships away from 1000. You do realize that the cost of officers is outrageous the closer you get to 1000 ships even with Tech. One would have to have serious wealth and lots of bribe cards, the cost of 200 admirals is ~500M gc (starting from 0 and assuming you don't have Tech) and we haven't even gotten to Captains. This assumes that players would have most of their fleets maxed, as it is wasteful to build a fleet for a single ship just to try and get a tax break.
You could also simply join a nation that has no king and set the tax rate to 0 for council members and something outrageous for non-council members. And submit payouts to yourself for the taxes you did pay.

I think the advantages of being able to use lots of ships is very high in itself. In my opinion, the system we have, where more ships give a higher tax, is a good one.
It could be tweaked, of course, to be a percentage of the value of the ships rather than just a sum times the number of ships, or something similar, but I think the basic concept of more ships, more tax, is a good one.

as you said rates need adjusted but its not current problem to discuss i believe. what kind of tax distribution you had in your mind about cargo value?
i think only + will be keep ships sailing. during wars it will raise your tax outcome due to idle ships. its also another option to consider. beside that its not friendly for newcomers who have really less amount of ships. its just helping bigger traders to pay less. also i have doubts if nation's would like to apply this one. if they would like to reward big ships owner they can decrease current ship taxes.
as i said only + side will punish idle ships during war and reward sailing more ships. maybe like you said another system can be discussed to have different options for ship taxes. just dont know how it will be.
