Best offer & Sell to shipwright at ships market (Small)

When shopping at the ship market I often see ships that I think are overpriced.
Would it be possible to make it so that we could bid on a ship at lower than the asking price?
When a low bid is made this should not start the auction clock,
The seller would then have the option to either lower the asking price to start the clock or wait for a higher bid.

one obstacle to solve is the withdrawal of credits. card auction, when you do a bid the credits are removed from your wallet. only way to get them back is when your offer is broken. but what happens when you bid on a ship from an inactive? underbidding should be a time limited offer, after a week the offer should drop automatically.

I like this idea with Mahas time based addition. I would suggest low offers withdraw much sooner. Say 48 hours, and automatically should a better offer be posted or if bidding starts at the set price.

Another means to resolve this would be for the prices to be automatically reduced over time : there are a number of severely over-priced ships that have been on the market for some time now and the owners dont seem inclined to lower the price to generate a bid. So, let's suggest that after 14 days on the market, the price will be lowered by 10% or 1 credit (whichever is the greater) and this process repeats until a bid emerges and the countdown clock appears. This does not prevent a set of bidders then pushing the price back up over the original estimate.

I like this idea. I have renamed it to best offer (like ebay works).

Here is the functionality:
-User spots a ship he wants. Then he sends his best offer. No credits are charged but the credits must be there to send it.
-Seller sees the offer and he has a chance to accept it. If accepted, the price will automatically drop and the bid will then be placed on the ship. The auction will then begin. In case the bidder no longer has the needed credits, the offer will simply fail.
-While the failure will be expected at some times, we will record the times someone has failed to pay for an offer he sent. At a set number of times, there will be automatic time bans from this feature (or the ships market), to prevent spamming.
