How about if the game add Challenge mode.
In this mode a player can choose one of his fleet and challenge to other player.
The other player can accept or reject the challenge.
In this mode two player can attack each other. ( Ignore danger rating )
And the winner will increase fame point and the lose one will decrease his fame point
But the winner will get no gold (this is not plunder). And the attacker fleet will not raise danger rating.
