New technology : Goldsmith Efficiency (Small)

A technology to discover new methods of gold mining. Hydraulic placer mining techniques such as sluicing, cradling and dredging; and hard-rock mining are researched to replace the simple but labor intensive panning method. These *new techniques reduce the need for a large workforce and increase productivity.
Each level reduces the manpower required by 4%, increases production by 1% and reduces cost by 0.5%.
*Some of these techniques are not really new but learnt in the Academy from studying the ancient romans.

If this tech improves mining methods then it is more logical that this would increase labour costs but reduce gold coin costs.
As there is currently no miining of gold happening.
So if gold is mined, more people would be needed to do the mining.
And the gold mined would reduce the demand for gold coins to be smelted into bars.

Exponentially more expensive than any Tech in existence, say $1B to $2B in total cost for Level 20. We wouldn't want the rabble and us commoners to be able to exploit goldsmithing and tank the market with tons of goldbars.
