No nation outside of a single player nation like CDV would implement this. If they did they would lose all their new citizens.

That's basically the gist of it. But it's fleet counts compared to just ship counts. A fleet doesn't necessarily have to have 5 ships in it. Although I would assume that it would be full fleets to count. He never stated the conditions of what a fleet must be for you to get the deduction.

Oh if this could be inherited changed by ranks, EVERY single player nation would do this, including CDVs. The goal is to make sure NO ONE joins.
