Guild Storehouses

As we all know, having new players in a guild, the only way for a new player to get decent ships is through commandeer voodoo. I propose that guilds should get a Warehouse/Storehouse to put supplies in for any circumstance that would require it. Pair this with the guild bank/tax thing, guilds could build a sizeable army if needed, or provide supplies to a new player.
I think that this could, possibly, get a little overpowered, so I thought a little about it, here are my ideas so far:
Each storehouse behaves as a warehouse, but can only be accessed by certain ranks in the guild.
When a player needs supplies, a player of appropriate rank submits a transfer to the needy player's own warehouse, and a person (perhaps the guildmaster
) of higher rank can approve the transfer.
Perhaps a max transfer of X number of resources should be enforced.
Perhaps a gold fee from the submitting person (the resource cost +1?)
Transfers could work both ways, from a player's warehouse to the guilds, vice-versa.
And the guild treasury could be used for the upgrading, and the fee could be put in the coffers of the guild.
Again, this is just a suggestion, but it would save some newer players time, voodoo, and possibly money.
