
Realistic, not as hard as inflicting 2 or 3 danger, and the penalized fleets have a chance of not appearing on plunder board.

I don't see how this would make a war declaration useless, if anything it would make them more useful since it would make it to where enemy nations would either need to avoid your ports, or deal with the bonus danger.
And this would be doubly effective if your nation holds a monopoly on one of the resources. Then your enemy is forced to use one of your ports, and gain the bonus danger.

Your own fleets would be subject to danger gain on every port that isn't IoM owned. The other nations would also probably either Take your ports which would wouldn't be too hard if you literally went and made war on every other nation, as that is a LOT of enemies who can take those ports, or they would simply black death them to hell, and no longer trade there. Since IoM lacks any monopoly their ports can be avoided.
Granted i don't think id want this as a feature, since i do think it will be more problematic then beneficial, but i do think wars should have some stuff added to them. Perhaps a way to declare a type of war, with different effects
eg- a trade war would make it to where those flying enemy flags will have a added tax for trading in your ports,
or a conquest war would give bonuses to influence gain against enemy ports(as in your trying to conquer their ports.)
