Ramifications to Plundering

Currently Avonmora has adopted this sad theory that if you are lit you're hit. Back in the age of sail, one did not simply open fire on a passing ship simply because they spotted them on the open water.

I think there needs to be more cons to hitting any fleet all willy nilly.


I propose individual nations automatically declare a state of hostility with any other nation who's total combined player hostility toward them is over a set amount. Number to be discussed but something like 10,000, 15,000 or so.

When any national flag flying player gains XXX hostility with another nation they are penalized for their actions against that nation.

Penalties for hostility breaking the threshold of XXX: (Vote Range: 100 - 500)
- Player buys for +15% per resource bought in target nations ports. - (Vote Range: 5% - 25%)
- Player sells at -15% per resource sold in target nations ports. - (Vote Range: 5% - 25%)
- Player gains +1 danger per attack against any member of target nation. - (not determined by nation vote, remains at +1)
- Player gains +10 additional hostility per attack against any member of target nation. - (Vote Range: +5 - +15)

Penalties applied to the aggressor and the threshold limit to be voted on as laws by each nation. If no law is proposed, default levels above will apply.


Pirate nation exempt as pirates "did" attack on sight regardless of the flag flown and anyone should be able to attack a pirate without penalty - (no penalty applied for attacking pirate nation players, pirate nation players do not gain penalties while flying the black)



Additional Options
- Once full nation diplomacy arrives, if a nation declares war on another before reaching this hostility threshold then penalties are void.
- Each nation could choose by vote, 5 Privateers (letters of marque) who's hostility would not be counted in their total against another nation. To allow some strategic play.
- To add to this and prevent everyone joining the pirate nation to get around it the Black Flag should have a trade penalty of -25% profit on sale or such in any port. (Pirates aren't traders)


Or something to the above affect. It's just ridiculous you see it, hit it and move one regardless of your nation, rank or profession.



EDIT:
- Changed penalties applying to players specifically and not nation specific as a whole.
- Added ability for Nations to vote on the penalties and threshold limit.

I wouldn't be entirely against that but for me it is a source of my daily pay. I am somewhat picky about who I hit but when I need to raise my danger to the appropriate number I am not that picky, as its a self centered action to maximize my profit and minimize my loss. :chest

I disagree that this should be automatic. This affects the nations taxes, nations should choose to vote these in as laws.

So use hired diplos or tell your nation to not attack others for no reason. The plunder board is point and click which is a very boring concept. There needs to be much more involved.

Auto is necessary for this to fulfill it's purpose.

What prevents a player from racking up a bunch of hostility against a specific nation as say a pirate, then joins another nation to trigger a declaration of war/hostility. Automatic triggers are not a good idea.

You are also forgetting that attacking NPC fleets and skirmishing both produce hostility points. Your suggestions has ramifications to several areas of the game.

If it were a vote then it would need to be voting whether or not your nation imposes this on others who attack yours. Perhaps this could also be player specific then,

If spain has hostility over the threshold with st.kitts only those in Spain with hostility against st.kitts are penalized. Those without are not. So a pirate joining in your scenario and only those who attacked Kitts players are at fault.

NPC's should still count and players need to be selective in their targets. If Kitts holds all the ports you trade in, don't attack Kitts NPc's

If you change it to player specific, I would make the threshold player specific as well. This would allow the threshold to be set lower and would only apply the conditions to players who break it, if you still go by a nation level for threshold, it would be unfair to large nations compared to nations with only 1 person.
