Be able to put Polls in Guild Forums so a guild can easily vote on something.

That would be too complicated but as you mention law it could be used there aswell

new nation voting -


nation message board vote 1 - do you want to vote on stipend revision - yes or no

if yes it goes to stage two

nation message board vote 2 - do you want to change citizen pay to 200 M - yes or no

if yes - this idea has support
nation message board vote 3 - do you want to have a law revision vote now - yes or no

if yes if goes to law revision.

nothing like a little red tape to spice things up

try this for spice:

those citizens who supported the minority vote lose (0.5*votes)% influence
the total influence lost is re-distributed over those who supported the vote. (again according to votes owned: influence gained = total influence lost * (votes owned/total votes in the nation)

some examples:
a vote goes 70 yes / 30 against: those who voted against lose influence and the yes voters gain
a cote goes 40 yes/ 60 no: the no voters gain influence this time because they got the majority, the yes voters lose influence.
