Inactives still got over 500 fame probably. Some players have been inactive for years and still have over 500.

it's probably to stop people from bending some rule

yes but how long have they played 90% of inactive players only have 1-2 fame some up to 400 depends if you have actually played on your account your more likely to come back then not

what are you trying to do anyway? if you were trying to help a new guildmate, that wouldn't be a problem since they get like 10k fame for joining a guild from the quest

Some problems occurring with it, I am now trying to walk them through with it, though why should this even be a rule is my question.

And he joined the guild, got no fame so ????

daily payments from nations?
bank transfers?
buried treasure?
generosity?
credits?

just curious, why did you use the word 'payment', what did you buy?
