The business board would include positive voodoo like Forced Labor and Bribe. Helps with vendors not being hit with 100 Bribes at once, and now going to have to spend the next month trying to pay it back. The system works that the money is already pre-deposit so no one has to wait if the vendor does not have the money, or is not on.

I don't think it's a bad idea to have a separate market for such things; however, how much use is it going to get outside of a few players.

Pretty much that. A safe system for vendors and benefits who ever casts.

If there is a board where people get paid automatically for casting bad voodoo. There should be a board for good ones. I mean without the bounty board, you would have to state your bounties on the forums, and I am sure everyone is thankful it exists. Why not create a system like that, but easier for the vendor and the castor? Prepaid and no wait.
