I believe Swarm of Worms is mostly used on inactives or semi-inactives that don't get on daily, or get on once a day.

Pretty sure Swarm of Warms isn't meant to harm actives. Swarm of Warms can't sink ships.

its still has its uses against actives. when you have SoW on you, you either have to repair your ships every hour, or use a Royal fleet auxiliary, otherwise they will have damage on them, and that would decrease the chance of them winning a fight. not to mention by making SoW less effective, you also make Royal fleet less effective, since its best use if to counter SoW.
