I think this is a good idea. But they should stack like this:

0 cards: Cost = 1xbase
1 card: Cost = 2xbase
2 cards: cost = 3xbase
3 cards: cost = 4xbase
4 cards: cost = 5xbase
5 cards: cost = 6xbase

Not like this:

0 cards: Cost = 1xbase
1 card: Cost = 2xbase
2 cards: cost = 4xbase
3 cards: cost = 8xbase
4 cards: cost = 16xbase
5 cards: cost = 32xbase

, which would be the mathematical "correct" interpretation of the text on the card, were they to stack.

When the player does not have Human Rights on them, they still have to pay , but its the basic price of 1x.
