Recently I have cast 2 votes, both of which have only only accounted for 4 vote power despite my position as an Admiral of Mexico.

In a statement today, the Mexican Leadership (Official) denied recruiting bugs, gremlins and other electronic allies in their current struggle with reactionary bandits seeking to overthrow their wise, benificient and mostly drunken rule. A trusted source was quoted as saying : 'Wasn't us!'.

It's actually a typo in the Help file. Inside the parliament, there is a voting powertable:
