Hideout Workshop ?

I have been looking at a workshop in my hideout that gives me 2.5% reduction in build time for other hideout buildings for each lvl gained.
Considering the price and resources to build the hideout, is this building a good investment ?
Should it have more features or uses for its cost consideration ?
For those who have developed lvl 20 buildings in a hideout, did you find it helpful to achieve your goal ?

Personally, I found building the workshop early due to its minimal reduction a waste of resources so I left it at lvl 1.

That said once your buildings, primarily the bank or goldsmith, reach around level 10 and up the time reduction is quite useful. This is of course assuming you have the income and desire to build at a faster rate. Once my bank hit level 11 or 12 is when I really invested in the workshop.
