"5. Milking/Pushing
You must play your account to its own FULL benefit.
Common severe violations:
*Danger manipulation through plunder screen is prohibited.
*Voodoo curses exchange arrangements before hand are prohibited"
The line in bold should be removed. Trading voodoo curses with guildmates/friends is as essential as trading gold when it comes to gameplay and cooperative interactions between players. This rule is outdated, and can't be legitimately enforced.

All voodoo market logs are kept permanently. Policing transactions is actually an easy task.
I do not get why you think this rule is outdated. It is not.
The rule must and will be maintained. Arranging a sale is like arranging a fleet battle. It is an act that bends the rules. An action that skips the normal flow of the market.
It is worth telling that there is some quality difference here. This is why it is important to understand the root rule, which is that each account must play to its own benefit.
So, informing of your guildmates on what you have for sale or asking your guildmates to put something on sale, it is perfectly fine. Especially when this happens spontaneously. Using the market however, to pass cards from one account to another, will simply cost 2 accounts banned.
If you cannot tell the difference, then don't ask further; simply don't do it.

If I needed to hit you for nation mission ad I paid you 10 million gold coins and you agreed who would get banned or would we get banned.

This falls into DR manipulation and it is a severe violation. At the other hand, we are aware of a common practice where some people hit first and compensate/inform later. That's fine in our book.
Milking rule is very easy to understand and explain. Simply, every account must play to its own benefit. Its not that hard so don't make it like it is hard. It simply sounds suspicious.

Seriously though, administration account is non-competitive so all interactions with the account will be at least nullified of any profit.
