If the ads persist, follow one MORE STEP to the instructions above: try removing the links that load the browser. These ads change the target url to open their own. You need to create new links.
For example, for chrome, the correct link is C:\Users\PUT YOUR USERNAME HERE\AppData\Local\Google\Chrome\Application\chrome.exe OR for the browser you use (Firefox should be at C:\Program Files (x86)\Mozilla Firefox\firefox.exe).
Best is to navigate there, find it and with right click and create a shortcut OR drag and drop (with right click), to create a new link.
Try launching the browser from that new link (or the exe file directly). It should run without issues.

2)Deactivate all extensions, remove any that looks intimidating.
3)At file manage (ie from My computer) Go to C:\Users\PUT YOUR USERNAME HERE\AppData\Local\Google\Chrome\Application\chrome.exe and launch chrome for there.
4)Verify that no problems occur now.
5)Remove all existing chrome links and create new ones.
6)Re-activate your extensions one by one - if the problem re-appears again, then you know if the problem was caused by an extension.
