Royal Concerns Regarding Balance Issues

Rum, Potato, and Tobacco are overpowered cards in relation to the overall balance of the game.
now bask ye in my brilliant logical explanation.
all 3 cards are common, which means there is a significant probability of gathering these cards in a 20 credit card pack, among the other in game possibilities.
there is one card which checks back this effect, Official List of Demands, it is a rare, and it can be blocked by defense, unlike the party cards which go through, and also without guessing which port the enemy is storing stuff in. one rare hostile card vs 3 common friendly cards is a clear balance issue.
more power to the people who were smart enough to abuse this mechanic since the cards were released, however.
all 3 of these cards are worth more then one credit per card at auction, and there's still these gems on the auction block for the Only Card Which Counters This Effect:

2013-09-23 05:14:13 6 cards 2 credits
2013-09-22 15:36:21 8 cards 2 credits
easy solution, just off the top of my head, all 3 of the party cards become rare, and official list of demands becomes common. now that's off the top of my head. the only part here im sticking to for sure is OLD should be a common, or get buff-d like crazy.
the party cards are worth more at auction the half of the rares... clearly they shouldn't be commons. OLD should either get much easier to come by, or get much more powerful. or there could be an awesome rare card which costs 50 turns which removes 400 cargo space from target players port warehouse.
