How do we know what is in the acct, or will be left in it in event of default? A lien.on an empty account aint much help. Its tangible assets that count.

We wouldn't. Banker could issue a lien and any bank accounts the player held would be marked for recovery. Banker would not see the actual account amounts or which banks, but would be able to see a total amount available to reclaim up to the total debt amount . Money would be transferred to banker to settle said debt.

I'd like this broad idea implimented, though perhaps more in line with some of Will's ideas rather than the OP outcomes..

What about bankers who shut down the bank, leave the game etc. locking up funds of legitimate players?

Good call. Could there be a mechanic that would unlock all accounts after (x) days of inactivity (like 30 or 45)?

To be clear, the only time the no danger penalty clause would kick in, would be a banker who has closed it's doors for more than X days or has exhibited "abandoned the game" behavior.

My -1 is to OP. Your suggestion can be addressed in another thread.

The general concept is actually a great idea. Repossession should be an applicable means to repay debts, although I think that it should be done in a different manner than listed.
