Sure it can, it is now simply an addition to hostility which is already automatic.

As for Urban legends which is a card to be used in an "evil" way, there is a counter in "Hired Diplomat" its balanced.

Yes, but you have to have another player cast it on you. You can't use Hired Diplomat on yourself.

Guess you better have friends in a social game then.

Voodoo is designed to inflict additional consequences or solutions to the standard dynamic. That is the point of having it. There is a voodoo card to effect just about every aspect, danger rating, trade income, influence, fame, officers, turns, the list can go on. There are cards for both positive and negative effects to each / most. This is no different. Yes you may find yourself on the end of an urban legend spree because you pissed the wrong person off, that's no different than pissing someone off and being raided for days. Except the fact raids halt your income and you take losses, with this you simply lose some profit or stop attacking for a few days.
