We can eliminate this as a vote then and simplify it all..

If a national players earns XXX hostility with target nation the penalties apply until his/her hostility falls bellow the threshold.

I am reffering to the nation, being attacked, not the nation doing the attacking. They should have the right to determine if or how much penalty is imposed, and if they want to issue letters of marquess. With reasonable limits for settings.

Perhaphs my nation values, your trade over the damage you are doing to our own merchants.

An addition to this could be

You could potentially, vote in off limit nations. So if a player from your own nation gains to much hostillity with an allied nation, they begin to gain hostillity in their home nation.

Agree with dez on how thresholds

Agree with automatic, penalty to agressor.

Strongly feel nations being attacked should have controls over levels.

Updated the first post to reflect player specific penalties based on their own hostility.

Will, for nations controlling levels, are you referring to the penalty levels.

Having a range of Min to Max levels that nations can vote on the level to which is applied to their aggressors?

Yes suggesting nation can contol penalty of the player attacking them by voting penalty amounts and thresholds. This would affect all attacking players the same.

Suggesting they can choose the number of letters of marquess they wish to issue by vote also.
