Fame could decrease the rate that influence is lost at a port by a rate of 0.5% multiplied by ratio of Fame to Influence in that port. If Fame is less than influence at a port, influence decreases at normal rate. Max rate of decrease should not exceed 75% of the original rate of decrease (IIRC 1%), so 0.25%
Equation would be something like: Influence - [(.005 x F:I) x (.01 x Influence)]
MAX would be: Influence - (.0025 x influence)
This favors those with smaller influence as the more influence you have the more fame you would need to reduce the rate of decrease.

As well, you could also spend Fame in conjunction with GC to build the port. Would have to come up with a plausible equation for it to work, but fame would increase the percentage of influence created by the GC by X. Population increase would only be determined by the GC used and have no effect by Fame.
