+1 on severely damaged. it would make ports more valuable, and create tougher fights/more planning to take them because no one wants to lose all the work they put in. but thats life, ports, and theres assets, were taken and lost.

+1 on both the original idea of port's buildings and the idea of buildings damages after a owner change.

Land - Forrsest - Sawmill - Crafshops. several (buildings, furnitures.... ) needed for the shipyard

Land - Iron mine - Forgery - ( coal, mine or from wood ) - Steel - Blacksmith (Wepons and so on ) needed for the shipyard

Tools you would get from craftshops and blacksmiths

Land - Cotton - Cotton mills - Craftshops (clothes, Sails... ) needed for the shipyard

Food. Fishing. Land - Farms - slaughteries - dieries and so on.

Land. Sugar - Potatoes - corn. destilliries. Rum.

Land. Tobacco Farms. Tobacco products

Gold hmmm steal it from the natives.

Ok my stomach is full, and im kind of triving. Maybe now is the time for some reasearch, School, edjucation. Lets look too the stars :)

How about just for the Extra Content Defenses Such as Cannons that you could name like this:
Long Nine I - 5000 Iron , 2000 Wood - 5% = Price 25,000 gc/Per Unit
Long Nine II - 7500 Iron , 4000 Wood - 7.5% = Price 50,000 gc/Per Unit
Long Nine III - 10,000 Iron , 5000 Wood - 10% = Price 100,000 gc/Per Unit
Each stage of Long Nines ,have improved Accuracy/Damage Rates/Speeds of Reloading... As would you have with the ship on its attribution Stack

*Maximum of 50 Cannons Per Port*

What would the cannons Do?
The cannons would give any Fighting ships a extra 5% then 7.5% then 10% (depending on upgrade level) chance of wining the battle - Note : The fighting ships have to be of the same nation in enable the fighting Chance.

And another bit for Extra Content , another defense such as walls, that could go like this:
Wooden Barrier - 5000 wood , 2200 tools and 500 Iron - 5% Defense Chance Price 100,000
Stone Barrier - 5500 Tools , 2000 Wood and 1000 Bricks ( See below how to make it ) - 7.5% Defense Chance Price 250,000
Iron Barrier - 10,000 Iron, 4000 Tools and 2500 Bricks - 10% Defense Change Price 300,000

What would The Walls do?
The Walls would give any Merchant fleets a 5%/7.5%/10% more chance of escaping/Winning the battle : Merchant ships have to be from the same nation.

Another bit of Extra Content Could be a Sea-Defense by the name of Groynes... Of course you can get wooden Groynes or you can get Stone Groynes...
Wooden Groynes - 2500 Wood , 1250 Iron , 500 Tools
Stone Groyness - 10000 Iron , 5000 Tools and 2000 Wood

What would the Groynes do?
The Groynes would give a extra 5% chance of escaping a Skirmish of any fleet in Port at the time the challenger tries to Skirmish...

Brick - House ( Cant Think of a name )
Is used to construct Bricks for buildings in Ports:
Level 1 - 5000 Wood , 2500 Iron , 1000 Tools/ Produces 50 Bricks per Hour
20 Rum , 10 Fish and 5 Tobacco to feed the workers building per hour.
Level 2 - 10,000 Wood , 5000 Iron , 2000 Tools/ Produces 100 Bricks Per Hour
50 Rum , 20 Fish and 10 Tobacco to feed the workers building per hour.
Level 3 - 20,000 Wood , 10000 Iron and 4000 Tool/ Produces 150 Bricks Per Hour
75 Rum , 50 Fish , 25 Tobacco to feed the workers building per hour
Since the resources are fairly cheap , I am thinking the cost of the building in Gold Coins would be high , something like 20 Million , 25 Million then 30 Million... As the Brick House could have something to help with the construction of the school etc.
Which Bricks could be used as a extra resource available... ;) One way or another helping the game out in other aspects.

Edit!
The Cannons , Groynes etc. Could be used for when and If Port Attacks become available , cannons would be shooting at the Ships Invading Whilst the Groynes would slower down the Ships from Hitting the Beach , and the walls are where Rifle Men - Trained in the Drilling Hall - Are shooting the people where they come out of the boats...

Town Hall
Now before the Port gets a Drilling Hall , they would Need a Town Hall, where per 500 gold coins spent , 10 people are available for any Job ( Part of the Army in this case )... So basically , the Town Hall would be like a Job Center in the city where people apply for Jobs... Or we could use our own influence in a port to recruit people from the town hall.

This is what I think the Town Hall materials should be : Now since a building such as this would be expensive to get planning permission etc , I think the price should be up in the Tens of Millions.
20,000 Wood - Construct the walls etc.
10,000 Iron - Reinforce the building.
5,000 Tools - Get the appropriate equipment , Hammers.. etc.
1,000 Rum - For the After Party.

Drilling Hall
Then We will move onto the Drilling Hall... Where army Troops can be trained/Brought.. The amount of people for Recruitment depends on own Influence Levels OR people in the Town Hall.

This is What the Drill Halls Materials should be like : This kind of building would need the same planning permission , I think it should be LOWER then the Town Hall , so let us say the Town Hall is 40 Million : The Drill Hall would cost, 15 million?
10,000 Wood
10,000 Iron
7,500 Tools
2000 Bricks

Now for Troop Cost , I believe there should be Different Levels...
Level 1 - Low Skilled Troops , Used to fire Cannons etc. Price 10,000 for 3 ( 3 People Per Cannon )
Level 2- Fairly Skilled Troops, Used on the walls with Rifles , need precision Aiming. Price 25,000 for 5
Level 3 - Skilled Leaders - Navigate where to Fire , where the weak spots are in crowds....
Civilian:Are you insane? One pirate against trained pirates... Who do you think this man is? God?
My Leader: No. God would have mercy. He won't.

can we extend student loans to citizens? they would never be able to default and even if they die, we can go after the families for the balance.

Great! THIS is crueller!
But, that way, all they'll do do is free service. I suggest loans be repaid too....that will give you profit, free service and higher tax income. However, i think this should limited by the schools......If ye are educated, you cannot be fooled into requesting loans greater than you can repay.

Shools----Higher tax income-----lower no repayment----increase in population mood----->profit to owner from fees and much more.

Are you mad! The entire banking system relies on educated folk taking loans they cant afford to repay! In my younger day, using credit was called 'buying on the never-never' : you never finished paying and you never owned it...
