There are a ton of reasons as why Private Marina is important. First and foremost, it has to do with the right of someone to go away for as long as he wants and still be able to come back and keep the ships he wants to retain.
Secondly, it allows for quick change of playing styles, something important during wars.
Moreover,it allows as a way to have reinforcements. It can prove useful during wars.
Another use is for newcomers, when they receive their first MoW. It's kind of unrealistic to put it to good use right away.
Let us not forget that the private marina comes with significant cost that consumes both gold coins and gold bars without generating any of them. While the service they provide, are not a direct and/or active advantage (like upgrading a technology). This is a very important element and one of the key reasons why we have allowed upgrade to level 30, a few days ago.
When evaluating a feature, you should never look with light heart an option you would not take. There are players that like to store ships there. Players that have strategies related to it. Strategies that in case of removal will be rendered obsolete.
To summarize, it is hard to decide what to add in the game. But when it comes to remove features from the game, well, it is harder. It is also bothersome as a feature needs time to think and time to develop and it serves a purpose. How exactly one can ask for the removal? It does not make sense. Especially when it comes a few days later after an upgrade to it.
Time based expiration is not good either as the players who placed their ships there and left are not here to defend this. Plus, why should we pull such ships out anyway? This messes with game balance by a lot. First, by pulling out at once a ships value that we cannot know but surely high, which will skyrocket available gold and will decrease the value of existing ships. Secondly, by directing this value directly to the pockets of those who are currently active.
PG is something more than a daily game. Avonmora will be 9 years old in a few months. We have players with in and outs and Private Marina is part of a broader system that allows it. We want this too. It is VERY probable that one day, you will get burned with the game and you will seek something else. However, it is also VERY probable that one day, during your absence you will desire to come back and play. This is something we worked hard to make it happen and we are not going to surrender it.
We are of course well outside the initial subject but I will still comment. What the OP requests, is in fact an extra function inside the Private Marina as you can still pull them out, upgrade them, then dock them in again. Of course, this would cost extra turns. So, instead of the interface convenience, he asks for gameplay convenience. For the first part, the interface convenience, we could approve and give this a low priority. For the second part, this cannot be approved. Of course, we could still approve and also add a turns costs whenever you do this but it already sounds too complicated and unneeded. I mean, how many times a player may need/want to do this? At these few times, you should simply undock, do the upgrades and dock it again.
As for the training part, there is nothing to comment here. Such thing requires discussion and at least a base proposal. Like how this training should take place. By paying gold? And what it would train? Attribute points? Crew? At all cases, I do not think that this would be a good direction to take anyway.
We can discuss for add on features, but in regard to those proposed in this topic, there is nothing to even discuss further so I'll move it to the archives.
