This is a more complex suggestion, so I will try to simplify the idea and put the skeleton of it. I am not sure if it was discussed before or not.

For Nations that have source of income and would like to invest in their own growth, I suggest new features:

Budget Allocation, Nation Voodoo chest, Nation Armada

Budget allocation is similar to law where there is a voting process to allocate a portion of the treasury for specific purpose and to be distributed automatically (similar to bounties). The allocated budget gets transitioned to a Nation Bank/locked and cannot be touched manually.

Budget allocation can be directed to:

1. Port Influence
2. Port Population
3. Nation voodoo.
4. Nation Armada.

The nation players can opt to a specific budget group and take it as a mission. Upon successful completion, they will receive payments.

The purchased voodoo or the built ships will belong to the Nation. Actions with these resources can be taken by the King, governors or dukes.
Privileges can be revoked via votes and actions can be reversed via Council vote.

+1 for both idea and making this suggestion faster than me:) i was thinking about it. especially Nation voodoo chest and budget allocation. nation armada part will be good too.

some games have guild vault and have restrictions based on ranks in guild (can be implemented for nation). cant access to all vault informations and use them. like you said maybe a voting process for define who may be able to use them (for 1 week authorization maybe) in case of emergency will be good.

1&2. port influence could be done 'bounty style' offering a reward to put port related voodoo on a certain port for a certain price. an extra option would be to keep this bounty within the own nation or share it avonmora wide. eg: select port; select voodoo; share outside own nation yes/no

3&4 nation voodoo is too broad in concept imo. a more detailed plan is needed. how does the nation get voodoo, will all kind of voodoo be available, how do we avoid abuse (barbapappa is under confuse and under attack, is he able to pass on (legendary) voodoo to the nation so that other council members can cast for him?), if a nation starts to act as a player (ships, voodoo etc) can players attack that nation like they attack a player? since multiple players can act for the nation (all council members) this would become a super player who is always alert. how do nations get the turns needed to cast voodoo?

too many questions in regard these last 2 questions. this belongs more to the discussion around port battles and blockades

Nation Bounties have been suggested before, but for attacking players who have high Hostility toward your nation...

I love the idea of adding in Voodoo "Wanted" for Nation Bounties as well!

The money is to be paid out of the nation treasury of course.

Question? Would this be only available to players in that nation, or open to all players? Or perhaps a drop down menu where you can select one of the other...

it means also a nation can put bounty for BDs aswell?

I would suggest set 4 parts the treasury management / bounty request

for TI bounty

Port
50 mil - total bounty
1 mil - payout to member of nation per cast
1.2 mil - payout to member of other nations per cast


numbers suggested are for example - exact amounts would be set in treasury management and would have to pass voting.
voting would clear, money would leave treasury and be held in the bounty account.

I think nation bounties should consider all nation/port/diplomacy voodoo. Why not

well as i said earlier i like the idea. probably bounty system would be easy to do compare to nation voodoo vault or badget but they are also nice options.

badget will be perfect fit for forts, ports and blockades. also nation armada can play a role for that suggestions aswell.

maybe a port building vault for voodoo storage. it could be deposit only so we will buy from market and put to vault for emergency usages. there will be 1-2 voted member options who will be able to use them in case of emergency. it will be like normal voodoo stash but multiple access. for storage and share purpose. that will remove turn problem too i believe.
