It's possible, Deznutz. My suggestion required a declaration of war before attacking a port, and the port would also be defended by a "defensive blockade", in addition to forts. The consequence would be both lost population, plus lost influence by the controlling nation, as well as gold from their treasury. I suppose your suggestion would be a way to attack the port without declaring war out having to defeat the defensive blockade, but dealing damage only to the population, and less so than my suggestion. But does it seem right to allow such attacks to a port that has a "defensive blockade" in place? Shouldn't it be able to prevent such bombardments? And if so, are such bombardments really compatible with the war succession? I'm not really sure how this would work together. There may be some way to do so, but I don't see exactly how.
