+1 to the whole idea of having special buildings on ports,
I really like the Town Hall, School, barracks and brick yard. I think that they would have to be the first group of building to be added. The town hall is of course needed to run the town, buy the permits and hire the people etc. If we make all the building to where lvl 1 can be built of wood then the upper levels need bricks, then the barracks, school and brick yard can all be introduced at the same time. Other building can be added a little later, like the walls, port defenses, Smithy, harbor master/warfs and customs house.
The schools would educate to people, thus they would work more efficiently, producing more per hour, thus generating more taxes. The training in schools could be done in several ways. Use a general training system, skilled laborer/tradesman/supervisor/manager/master. Or it could be somewhat specialized, skilled laborer for joining the school, then different paths like stone mason, smith, administration and so forth. Then do each branch in 3 levels like apprentice/journeyman/master.
The barracks/academy would make the soldiers more effective joining the barracks=private. lvl 1 srgnt 2 lieutenant, 3 capt, 4 major 5 general or something along those lines. We could also to some extent specialize the military too. like privates can work in any area, at sargent they begin to separate into artillery. musketeers and maybe naval. then go up through the ranks.
