New Law - Plunder

I got three suggestions for laws pertaining to plunder

1- Percentage of gold paid when plundered paid by national treasury

2- Tax on plunder made in controlled ports

3- Tax on plunder made by players of your nation.

Great. Can you suggest the tweakable options for each law as well?

For example, as I interprent them this law:

1- Percentage of gold paid when plundered paid by national treasury

could have the following options:
-Option a) % given (ie from 1% to 100%)
-Option b) Till up to which treasury reserves (ie as long as treasury has 10M)
-Option c)Titles included (ie you can limit it to certain titles only, ie Dukes or Higher)
-Optin d)Turns limit (Which players are excluded by total turn usage)

Especially for option C and D, we intend to make them possible for ALL law suggestions. It is already scripted in the Laws Engine. We just need to create the interface for it.

1 - Trader Protection Bill/legislation
Overview: Ran some of plundered ships is paid by national treasury
Tweakables: Percentage paid (1-100%)
Max Gold paid (e.g. 11,000g)

I like the idea of a Plunder Tax. It has the markings of a letter of Marque, as Nations allowed their captains to plunder other nations with authority of the crown, with proceeds being part of the benefit for this Letter.

Option 1) Percentage of the tax for plunder
Option 2) Titles (citizen and up.)
Option 3) Minimum turns of new players (1000 - 5000)

This would pair up well with Plunder Insurance, which spastic also suggested earlier.(Trader Protection.)
