Stipends and required influence

If you can send out direct treasury to influence,
It would be possibly for a treasury to manage inactive players to the point where a port could be held this.
There are all sorts of problems i see with giving influence to players that are not active.

stipends should cease after 1 week of not logging on, so it should not be too much of an issue
