Max Danger per Fleet Limit for Attacking

Require a maximum amount of danger before a fleet can attack.
If Fleet Danger is above this, then the fleet cannot attack.

Suggested Limit: 720 Danger

My man, do you ask a bird why it flies? The sky why its blue? The admin can do what he wants to do, and make Avonmora good 'cause the Admin thinks it should

Indeed you are right, I changed the suggestion.
Also changed the limit to start from a broader base and review from there.

Thus forcing folk to run and use more fleets when attacking. Which fits with the devs wish to see players run more fleets in general. As the fame penalty does not seem to be working to achieve that then its no surprise other tools are being honed to that end.
It also closes off that strategy used by some to pile on the danger on a lesser powered raiding fleet, run a minimal purse to keep return fire losses low and then not even worry too much if that fleet is lost as it has paid for itself countless times over in plundering to gain high DP.
So, one can see perhaps a reason or two for the proposal based in game-play tweaking.

I don't understand why this is an issue? What problem does this fix?

This affects more than just FFJ it will affect use of Vengeance of Witch Doctor as well.

This leads to a strange strategy against pirates: Leave them alone. With no attacks to reduce their danger, they get one attack per hour per fleet. For plunder and skirmish combined.

It also increases the incentive for pirates to have an unspoken pact about attacking each other to reduce each others danger and thus get more attacks. Making such arrangements is of course not allowed, but moving your fleets to ports where other pirates have strong fleets is allowed.

Having many fleets is great if you trade. It is horrible if you try to get your income mainly from plunder and skirmish, for several reasons. I predict that such a rule will make Avonmora far more peaceful.

I actually agree with this. It is another death nail to pirates. Instead of increasing their tools, this would take another one away by forcing them to sail more fleets.

Another plus for the traders of Avonmora...............
