Skirmish Change

I propose a change to Skirmish.

Recently I skirmished Captain Da Vinci, and 8 out of 14 attacks were unsuccessful. Of course this would only be 160,000 at most from the cargo but we must also take in consideration the piracy tech. (Around 600k profit loss) Why Skirmish when you can plunder a player for a guranteed result?

And truth be told, what is 160k in cargo to most Merchants?... Not a lot in my opinion (Not a lot to me, as well.)

The code was this:
There is an escape chance equal to 10% + number of skirmish defends today * 3.

I propose a rework of the code, not sure what but open for discussion.

General chance of escape is 10% per skirmish. That increases based on the formula. So if you haven't been skirmished today, you still have a 10% chance to escape on your first skirmish.
