For legendary cards, what if we added artifacts in the game that are needed to craft legendaries? It could make crafting legendaries a journey to carry out.
Treasure fleets would have a chance to have an artifact on board with them or looking for buried treasure would give you a chance to find an artifact. Also, ship-wreaking would add a chance to find artifacts as well. Voodoo packs will always hold 2 artifacts as well.
Examples of artifacts:
Ancient Manuscript: required for crafting legendary voodoo involving an X factor (variable factor.)
Mayan Calendar: required for crafting legendary voodoo involving a duration exceeding 12 hours.
Blooded Angel Wing: required for crafting legendary voodoo involving an effect that changes ship/fleet speeds (instant is counted.)
Mermaid's Tear: required for crafting legendary voodoo involving crew morality and crew count.
Gerutha's Tablet: required for crafting legendary voodoo involving the increasing of influence.
Eris' Scroll: required for crafting legendary voodoo involving the decreasing of crew and population.
Cronus' Sundial: required for crafting legendary voodoo involving the changes in turn counts or turn storage.
Poseidon's Scale: required for crafting legendary voodoo involving changes in the sea and ships on the sea floor.
Spriggan's Bark: required for crafting legendary voodoo involving plantations, cotton, wood, and tobacco.

Hawkin's Flag: required for crafting legendary voodoo involving changes in fame, such as fame gains from upkeep, plunders, and skirmishes.
These artifacts would be stored in a selected warehouse. Every 10 levels of a warehouse allows for 1 artifact to be stored. To avoid tampering of the artifacts from voodoo, you can build an artifact vault in your hideout or store them in your personal bank.
Level 1 bank stores 20 artifacts, level 3 bank holds 35 artifacts, sequence continues.
Level 1 artifact vault holds 50 artifacts and adds 10 more spaces every level (up to level 20)
You can sell artifacts on the artifacts market for gold or credits. You can also tell them to you nation for a price offered by the council. 70% of the sale goes to the nation treasury and 30% is distributed to the council members. You can only sell the artifacts to a nation for gold only.
Nation treasuries can hold up to 450 artifacts. Dukes get separate personal vaults with 30 storage, governors get 45 storage, and kings get 60 storage. These vaults are emptied into a suitable warehouse or are trashed if no warehouse can store them when you lose your position.
