Pirate Stipends

Recently, nations have received Royal Stipends which is fine, but for those not in a "Real Nation "by real nation I mean, flying the Jolly Roger.
I propose, just like Real Nations have a Stipend to happen at update; The Pirate side does as well.

Can not do that, Guluere. Would not be classed as a real pirate.

You would be a sanctioned pirate and would receive treatment of prisoner of war rather than execution

Pirates shouldn't have stipends. They have no form of government, and either way, what pirate would agree to share any loot?
