Letter of Marque


A letter of marque could be awarded to any player of your nation or of an opposing nation. This would allow a nation and it's citizens to have their global power increase.


*Advantages*

. Citizen(s) can attack any given citizen of a nation without hostility points being awarded.
. Pirate(s) who was/is awarded a letter of marque have to pay tax to the nation of who awards it.(The citizen has to accept the offer before any tax is collected from them,as a result this feature is not abused.)
. A letter of marque could go to a citizen(s) with an armed vessel.(Warship)
. A letter can be awarded to a citizen with an armed vessel to capture an enemy pirate or merchant shipping.
*Fleet Specific*
Citizens with a letter of marque can commit acts that would have been constituted piracy.


*Disadvantages*

. If ships are plundered by someone with a letter of marque they are automatically sold and 50% of the gold is added to the(kings) nation treasury.
. A letter of marque allows a citizen to attack you as much time as they can, regardless of guild treaties and NAPs between nations.
. A letter of marque can be issued to a citizen once every 15 day with a validation of 12 days with a public voting in nation.(Allows every class to vote.)
. A king/governor can give a letter of marque to any player of any nation. However, the targeted merchant/pirate cannot hoist the same flag as the holder of the letter.



SIDENOTE

Maybe there should be a limit on how much times a player can be given a marque.
The king might be able to change it from 15 up to 30 or down to 9.
A payment can be made to nation for the letter if you apply for one not if one is awarded to you.

I'm pretty sure whether or not a player has a Letter of Marque wont matter to said guild or nation. that would be like if I said to someone"hey its okay to punch that guy, tell him I gave you permission he wont mind."

so your saying that if someone got this letter, that they could hit someone in SSTG or AANG more then 3 times, and they would be completely fine with it, I doubt that. this would only work if everyone agrees to follow this rule. which I'm confident no one would. parts of it are okay, but this part would not be accepted by any guild or nation, as it means if someone gets it they are allowed to hit away carefree, and the guilds and nations are meant to just let it happen because they have a letter.

go ahead and give out as many of these as you want mate. nobody will listen to your rules.

this is not a game feature that can be implemented with any reasonable thought of success.

This adds on to a very piratey subject that I see being augmented into the game weakly...

Privateers were pirates that were allowed to fly a nations colors,
And assault and loot the enemies of the flag they were flying. However, in the context of pirates glory, I believe that this could become a somewhat subdued copy of the real thing.

National wars and a nations navy cannot be everywhere all at once. Think of a letter of marque as a ticket to a sort of "national bounty".

A nation needs help defeating a certain enemy, picks a "Privateer" and awards them with a letter of marque.

The nation could place a bounty like other players currently do, except it would only be to target a specific nation's player fleets.

Said letter would be more like a contract for the bounty, paid for by the nation's coffers.

Here's the catch, the target could only be flying the flag that the issuer of the letter's nation is currently engaged in warfare with.

The value of a Letter of Marque would be a more strategic value, rather than a financial bonus, as the bearer does not have to be bearing the issuer's flag. Not tell anyone that they even have a letter of marque. They wanted, they asked, they deal with the backlash.

lol. that is funny. do you really think that not having one of these letters would stop Juicy from attacking me if he wanted to? he can attack me whenever he wants, that is part of the game. but it has no influence on my opinion about this "feature." it is simply just useless

okay the way you described it makes is sound much better, personally I still don't think it would be a good idea, but I wont disapprove it either. I'm gonna remain neutral on this, at least for now.
