If a player attacks a player/npc of that nation, a fine of 20% of their profit is deducted and sent to that nation.

A player pays (X hostility w/ nation)*100 to the national treasury.
Basically, if I'm in France an I gain 7 hostility with France (my home country), I have to pay 700 gold coins to the nation of France. The max being 7,500gold. Countries can change the "*100" part per rank. So the King of X Country might be *1000 with a hard limit of 750,000gold in fines.

I like this idea, this would limit (or lower) the attacks between between players in the same nation.

Actually it could increase the frequency of attacks. If you can attack a member of your nation then pay 1k gold and be back at 0 hostility, there is nothing to limit you.

It wouldn't decrease your hostility. I think the fine would count every update.

so it just consider as a fine,,then,if the hostility is still high after next update is it we must pay it again until the hostility = 0 ?

Yea. Hostility decreases by 1 every hour. There is voodoo to decrease it though.

I'd like to hear more feedback on this from people. Now that it's a year later

Perhaps in Nation Laws, it could be an option for each nation to choose to or not and set the fine rate . A vote to enact like any other law would ensure its implementation
