Ye understand the bank situation perfectly - Banks have been built, and are well established. Lots of banks, not enough borrowers, too much gold coin floating in the game to create loan demand.

Lots of swag spent on em. There's been requests to be able to tear them down, but no go.

As an old banker who was one of the first, I keep at it and will. Why? Because it's there.

There's much more to the game than just banks - they are simply a means to move swag around Avonmora.

There are still regular requests for loans drop into my message box. I dont offer any as a simple experiment a while back showed me that the repayment fail rate would mean the bank is basically giving away its money. The reliable borrowers could never support the bludgers so that ended my lending. CJ would point out that nations can pass laws to cover bad debts. Which is true but assumes your nation has done so. And why should your nation underwrite loans to citizens of other nations?
So its back to the old ways to support new players. Toss some BT's and forget about it.
