I think the first question should be: "Should pirates have any special bonus?". I'm really not sure they should. If, however, it's decided that they will get such a bonus, then we can go ahead discussing exactly what bonus it should be. In my opinion, it should be a bonus which would make pure pirates prefer to fly the Jolly Roger, but a bonus which is almost useless to merchants, making them prefer being in a nation .

Well these are bonuses that only help pirates.
