Anyway, I think the idea is neat. I CAN see some use for it, I think, and it's a nice way to make spies part of the bounty board.

Okay, I misread. You're just trying to give Spy Network more use on the bounty board. Not sure who this would appeal to as I would much prefer to use one myself and keep the money and have the report or hire someone else to do it, such as a mercenary.

Mercs require pay as well. This is just a way to appeal to all Mercs instead of having to ask them all. Also, a Merc can scam you. This is a regulated system of gaining reports anonymously.

Merc wouldn't be merc if they couldn't scam you it's part of doing buissness with them... It wouldn't be first time that merc changed side because they got more money from opposite side.
It's a nice idea but it shouldn't be priority. I believe that after academy we should work on nation diplomacy and of course finding way to improve academy even more with some new techs to research...

The more i think of this idea the less i like it. I feel like it would bring way too many opportunities for people to be way to cocky. People would be able to harass someone without any risk to them. Just like in the real world, if you hire a hitman, there is a chance it will all be traced back to you.

Over all if this was added, i believe it would need some kind of counter voodoo. Like a defensive voodoo that would show who really requested it. SO it would allow some kind of protection, but prevent repeatable harassing.
