Anyway, I think the idea is neat. I CAN see some use for it, I think, and it's a nice way to make spies part of the bounty board.

Mercs require pay as well. This is just a way to appeal to all Mercs instead of having to ask them all. Also, a Merc can scam you. This is a regulated system of gaining reports anonymously.
