I agree with this. Getting 1/3 danger is really powerful. I'd probably use this a LOT. It may even be powerful enough to threaten my nation to vote for such letters, or maybe even enter a separate nation for our guild to ensure we always got such letters.

i tried to diminish the impact by 'the vote' a three day delay and the one fleet per letter.
the discussion on nations being able to force debtors into paying triggered me writing this up.
it had to be different from the bounty board. a nation can always reward a member to put bounty on the board, so what does a nation bounty add? i liked what i read online about those letters, a state approval of creating havoc with the state profiting from it as well. so i looked for a way that the nation gains gc and players still want to buy letters of Marque. that's why i came up with decreased danger gain.
i did not put up a gc value for the letters of marque's daily fee. if it is sought after the fee can be substantial.
one way to overcome one player state abuse is that the duke/king who initiates the letter cannot use them.
from the different suggestions around this topic, i think there is a shared desire to see something like this to come into play. Since all nations and more are in play, single player nation to exploit nation kudu's are going to happen. this could either stop developing the nations altogether or we find a way to stop unwanted exploitation. (was it Haron who suggested the limitation of nations available? having 50 -randomly named- nations should stop the one player nation from happening)
