I haven't done it myself, but is there anything to stop people getting a high danger rating with a fleer then just removing ships from that fleet and putting them in a spare fleet spot to negate the effects of danger?

I can see this being abused a bit later on, so perhaps change it so ships can't be added or removed from fleets should they have a danger rating of more than 1, or even 0?

This is not possible. You cannot empty the fleet or delete it. One ship will always remain. Switching ships inside the fleet is allowed though as we do not see any particular reason to block this.
