By making a ban public, you indirectly involve the players with the banning procedure which is a pretty sensitive case. For example, we might issue a ban till an issue is resolved and then lift it. Meanwhile, we create unnecessary controversy and bitterness to the banned player (especially when the player is innocent).
The only cases where a ban would need to become public (and still we would try to avoid it), would be to warn players about an individual who constantly resorts into cheating (so when he creates a new account his detection will be imminent). Or when a controversial situation arises, where the playerbase will need to hear the details from administration's side.
Regarding the inactive guilds, it would not be a good idea to delete any. We don't want to delete anything that would be of use to a returning player. What we can do though, is to remove inactive guilds from the rankings and applications lists. I think this is a good idea too.
If a guild leader is banned, administration will always take care to pass leadership to the next one in command (sooner or later)- this has happened in the past. Same will happen with a long-inactive leader(ie 6 months).
Regarding inactive players - it is a clear denial. Not only they may return anytime but also they are very important for various game mechanisms. Inactives are food and tools to the active players and we have further plans for them - on how they can be utilized by the active ones.
