The feature is not yet implemented.
Regarding the activity prerequisite here are a couple of thoughts:
1)Attacking inactive players should not grant Honor points as this will devalue the "asset" itself. At the other hand, we do want to keep the hostility-free part of the EotC, even on inactives.
2)We don't want people to know when someone is active or not.
3)There is no declaration/execution phase for EotC. Everything is instant. You declare the EotC. Then, whenever someone fits the criteria, he is an active EotC.
With these in mind, perhaps the best option would be to use the activity standard only for Honor points award. In an effort to further obfuscate the true activity of a player, we could award hostility points normally for the first x points (x will be random).
Here is an example:
-Stan lists Danik as an EotC
-Danik though is real busy and inactive.
-Danik appears normally as an EotC
-Danik is assigned a random amount of Honor points worth (ie 132 - random every time)
-Stan starts to attack Danik, enjoying the free hostility part.
-Lodswe also join the party, eyeing those pretty ships Danik has.
-Once 132 Honor points have been earned, Lodswe and Stan stop gaining any other Hostility. It is at that point where they realized that Danik is inactive.
