Point 2: I am not convinced that the turns for skirmish should be halved. Even patrolling and hitting NPCs takes 4 turns and it is less profitable than skirmish(with its techs, chance of goldbars etc.). If skirmish turns are reduced, turns for patrolling should be lowered too.
Point 6: The idea is good but I think it should take more plunder attacks(20~25) to gain an extra skirmish point. 10 hits seems to be on the low side. Also, what happens if the extra point pushes past the skirmish point cap?
