Now, why is this important? Why does it matter whether these two accounts are the same player or two different players?
One reason is milking. Using one account to send resources to another is bad. However, even if it can be guaranteed that no milking occurred whatsoever, temporarily using one account before returning to one's original account would be really bad. That temporary account could talk to other players under false premises, and gain information which the original account could not get. He/she could talk to players and get them to say things they would not have wanted to tell the original account.
Even if there are only suspicions about such play, and the assumed temporary account was indeed another player, such suspicions are in themselves bad. Just believing that such things can happen, experienced players will be much more reluctant to talk to and train new players, fearing that it may be another account in disguise, fishing for information. And this will make it far harder to be a new player in the game, if everyone is suspicious of you and reluctant to take you in and accept you as part of the team. So even suspicions that such play might be allowed, is really bad for the game.
